A Garen update may be coming, but it wont be in Patch 9.18. After several preliminary changes to Garen’s kit, he’s been fully reverted in today’s PBE patch.
Will Garen get a rework?
Garen Rework: Abilities Non epic monsters will no longer break Garen’s passive healing, making Jungle Garen much more viable. W: Cooldown increased at later levels, with overall resistance reduced. To offset this major change, Garen’s base damage and AD scaling per tick has been slightly reduced at all levels.

His W would provide less resistance, and the AD scaling on his E was reduced. And instead of scaling with AD his E would scale with attack speed.
